3 Shot, 1 Killed After Attempted Carjacking In Broad Daylight On CT Roadway

One person is dead and two are in critical condition following what police in Connecticut believe was an attempted carjacking in broad daylight.

The incident took place in Hartford around 3:15 p.m., Monday, Oct. 3, in the area of 1429 Park St.

According to Lt. Aaron Boisvert, of the Hartford Police, officers responded to 1429 Park Street on a report of shots fired. 

Upon arrival, officers located an unresponsive man, suffering from apparent gunshot wounds. Officers began life-saving measures until the arrival of EMS, Boisvert said.

The man was pronounced dead on the scene. A second man was located adjacent to the building, also suffering from apparent gunshot wounds. He was transported to an area hospital for treatment, where he was listed in critical, but stable condition, police said.

While officers were on scene, an area hospital notified dispatch of a third male victim, suffering from gunshot wounds arriving for treatment, who was dropped off by a private vehicle, Boisvert added.

The third victim was also listed in critical, but stable condition. 

Boisvert said preliminary information suggests that the incident began as an attempted carjacking, where two males approached a vehicle with firearms pointed at the vehicle operator -- the second victim --  who was entering the vehicle. 

The operator retrieved his own firearm and engaged the suspects, he said.

The operator was struck by return fire. One of the suspects, identified as Jahziel Phillip-Ray, age 23, of Hartford was mortally wounded, and the other is expected to survive. 

The surviving suspect, identified as Joseph Ray, age 22, of Hartford, was placed under arrest and is currently in police custody, until his release from the hospital, at which time the booking process will be completed.

He was charged with:

  • Criminal possession of a firearm
  • Robbery
  • Assault
  • Conspiracy to commit robbery
  • Criminal attempt to commit murder
  • Conspiracy to commit assault

The investigation remains active and ongoing.
